The list and description required by Section 852.04 shall at all times be open for inspection by the Chief of Police or by a police officer deputized by the Chief or by the Mayor to make such inspection. Every pawnbroker shall, at all times, when required by the police or the Mayor as provided herein, produce and show any article listed and described which may be in his possession.
