No license fee or payment of any nature to the City is required in the case of any boxing or wrestling exhibition given by colleges, parochial or public schools or the Y. M. C. A. or exhibitions where no admission is charged, but all public boxing and wrestling exhibitions, either professional or amateur, shall be under. the jurisdiction of the Boxing and Wrestling Commission.
