The Boxing and Wrestling Commission shall determine the compensation to be paid to each boxer and wrestler and a copy of the contract of each person promoting or holding any exhibition with every boxer or wrestler shall be filed with the Commission before every exhibition. If the compensation of the participants meets the requirements of taxable income, the Municipal income tax shall be levied upon the participants.
