The Boxing and Wrestling Commission shall have the power to withhold for cause its endorsement and permission for any exhibition. In the case of such withholding, no license shall be issued for such exhibition and the holding of such exhibition shall be unlawful. When endorsement and permission are withheld for cause by the Commission, such cause must be certified in writing by an officer thereof to the Mayor.
