There is hereby created a Boxing and Wrestling Commission, consisting of five qualified persons, to be appointed by the Mayor. All members, except the Secretary, shall serve without compensation for a term of five years or until their successors are appointed. The members first appointed shall serve for such term., that the term of one member expires annually on December 31. Any member of such Commission may be removed by the Mayor for cause. In the case of such removal, the Mayor shall furnish such member a written statement of the reasons for his removal and give such member an opportunity to be heard, but the decision of the Mayor shall be final. As nearly as possible, such Commission shall be nonpartisan and appointments shall be made upon the fitness to supervise boxing and wrestling.
