No person engaged in business in the City shall falsely represent, by advertisement or otherwise, that the goods, wares or merchandise which such person offers for sale are of a certain brand or quality or that such goods will be sold at a certain percentage of their cost price or value, and then sell goods, wares or merchandise which are of a brand or quality inferior to those represented or advertised or which are sold at a higher percentage of the cost value than represented or advertised.
