(a) No person shall distribute or cause to be distributed any circular, handbill, paper or other printed advertising matter by placing the same in or on a motor vehicle parked on any public street or by throwing or scattering the same upon any street or other public place.
(b) No person shall throw, scatter or drop any circular, handbill, paper or other printed matter upon any street or other public place after having received the same from a distributor.

(c) No person shall throw or place into any yard more than one bill, circular, handbill, paper or other printed advertising matter.
