475.07 BICYCLE LICENSING AND REGISTRATION PROCEDURE.
   (a)   No resident of the City who is the owner of a bicycle shall fail to list and register with the Police Division his or her name, age and address, the name of the manufacturer of the bicycle and its number, style and general description. If the owner of a bicycle is a minor under the age of eighteen years, the parent, guardian or person having care and custody of such minor may, at his or her option, make such listing and registration on behalf of such minor owner.
   (b)   The Police Division shall provide license tags and registration cards, upon which tags and cards shall be stamped numbers, in numerical order.
   (c)   License tags shall be suitable for attachment upon the rear of the rear fender of the bicycle or upon the rear of the frame, if there is no rear fender.
   (d)   The Police Division shall issue to each owner one tag, which shall be attached by such owner as provided in division (c) of this section, and shall issue a corresponding registration card to such owner at no charge. Such tag shall remain attached to the bicycle for which it is issued as long as such is valid and such tag shall be kept in such a condition as to be easily read.
   (e)   Applicants for bicycle registration cards and license tags shall pay to the Division one dollar ($1.00) for each bicycle registered pursuant to this chapter.
   Proceeds arising from the issuance of registration cards and license tags shall be deposited into the General Fund of the City.
   (f)   License tags and registration cards shall be valid so long as the bicycle is owned by the person identified in the registration certificate.
   (g)   The Division shall have the power to refuse to issue a license tag or a registration card to the owner of any bicycle which is mechanically unsafe for use upon the streets of the City.

475.08 PROOF OF BICYCLE REGISTRATION REQUIRED.
   No operator of a bicycle shall fail to display his or her registration card or produce satisfactory proof that such bicycle has been registered, upon the demand of any police officer. If the operator of a bicycle does not have the registration card on his or her person, the police officer shall order him or her to produce it at the Police Division within twenty-four hours. If the operator fails to do so within such twenty-four hour period, the operator shall be charged with a violation of this section.

475.09 PURCHASE OR TRANSFER OF BICYCLES.
   No purchaser or transferee of any bicycle shall fail to apply for a registration card and license tag within two weeks from the date of such purchase or transfer.

475.10 BICYCLE IDENTIFICATION NUMBER.
   If a bicycle does not have a serial number stamped on the frame, or if such number is illegible, the Police Division shall cause to have stamped an identification number on the frame of such bicycle.

475.11 TAMPERING WITH BICYCLE NUMBER, REGISTRATION CARD OR TAG.
   No person shall purposely, knowingly or recklessly remove, destroy, mutilate or alter the number on any bicycle frame or remove, destroy, mutilate or alter any license tag or registration card during the time in which such license tag or registration card is operative.

475.12 LOSS OR DESTRUCTION OF TAG OR REGISTRATION CARD.
   In case of the loss or destruction of a license tag or registration card, a new license or registration card must be obtained.

475.13 SPEED.
   No person shall operate a bicycle or motorized bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
