The qualifications of the five members of the Board of Building Standards shall be as follows: three members shall be actively engaged as tradesmen or contractors in the building field, as determined by the Mayor, and two members shall be residents of the County who do not earn their living as tradesmen or contractors actively engaged in the building field, as determined by the Mayor.
