In any case where the City engages in the construction of a public improvement and the work thereupon is to be accomplished by Municipal employees, it shall be the duty of the department head in charge of such work to have the Ohio Department of Industrial Relations ascertain the prevailing rates of wages of mechanics, laborers and other construction workers for the class of work called for by such public improvement.
