Each year, prior to the preparation of the annual budget, as well as at other times, the Mayor shall review or cause to have reviewed salary and hourly pay ranges and shall recommend necessary changes to Council for approval. Council may cause such review to be made as it deems necessary, in addition to reviews initiated by the Mayor.
