220.03 DIVISION OF COMMUNITY DEVELOPMENT.
   (a)   Establishment; Composition; Duties. There is hereby established under the Mayor a Division of Community Development (DCD) to provide the following support services and to facilitate the administration of the Target Area Rehabilitation Project (TARP) and expenditure of funds in accordance therewith:
      (1)   The planning, management and administration of TARP, to include land use and related surveys and studies, the development of redevelopment, rehabilitation and conservation strategies, to take action as the City's agent in the acquisition, preparation and disposition of real property, to coordinate public works by the Departments of Public Service and Public Safety, to act as the City's agent in obtaining and receiving loans, grants and services related to the rehabilitation of owner-occupied dwellings, and to develop procedures and administer such other requirements in accordance with the rules and regulations of the United States Department of Housing and Urban Development, and such other agencies as may be appropriate;
      (2)   The preparation and submission of all applications for subsequent Department of Housing and Urban Development Community Development Programs that may be funded in the future, all of which shall be prepared for and in conjunction with the Mayor's Citizen Advisory Committee on Community Development, and Council; and
      (3)   The preparation and presentation to such Committee, and Council, of periodic reports and informational summaries on any and all activities related to and associated with such funding.
   (b)   Exemption from Classified Service. The positions of DCD Manager and Stenographer Clerk I shall be exempt from the classified service of the City. Such positions shall be filled by qualified persons appointed by the Mayor.

   (c)   Duties Re Nonproductive Land.
      (1)   The City hereby elects to adopt and implement the procedures set forth in Ohio R. C. Chapter 5722 relative to the effective utilization of nonproductive land situated within the City.
      (2)   Council hereby authorizes the Division to administer such lands, to study, analyze and evaluate potential, present and future uses of such lands, and to plan for and use its best efforts to sell or dispose of such lands in accordance with Ohio R. C. 5722.06.

   (d)   Assistant Director of Law for Community Development. (EDITOR'S NOTE: Subsection (d) was repealed by Ordinance 91-7, passed February 19, 1991.)
   (e)   Community Development Director.
      (1)   There is hereby established in the Division of Community Development the nonregular position classification of Community Development Director. The Position Classification/Pay Range Table of the City is hereby amended to reflect such ;position, and the Position Authorization Table of the City is hereby amended to reflect that a strength authorization of one appointment is hereby assigned.
      (2)   The establishment of the position of Community Development Director will be effective February 11, 1991.
      (3)   Compensation for the Director shall be as determined from time to time by Council.
      (4)   In addition to the compensation provided for in paragraph (e)(3) hereof, the Community Development Director shall be entitled to the protection and benefits set forth in the City's Statement of Policy for Management and Supervisory Employees, dated January 1, 1989.
      (5)   As the position of Community Development Director is only temporary in nature, no person appointed to the position shall be in the classified service of the City.

   (f)   Housing Rehabilitation Supervisor.
      (1)   There is hereby established in the Division of Community Development the nonregular positron classification of Housing Rehabilitation Supervisor. The Position Classification/Pay Range Table of the City is hereby amended to reflect such position, and the Position Authorization Table of the City is hereby amended to reflect that a strength authorization of one appointment is hereby assigned.
      (2)   The establishment of the position of Housing Rehabilitation Supervisor will be effective August 16, 1993.
      (3)   The table setting forth compensation for the management and supervisory personnel of the City, left for record with the Clerk of Council, is hereby amended to provide for and include the position classification of Housing Rehabilitation Supervisor. The annual compensation for the Supervisor shall be as determined from time to time by Council.
      (4)   In addition to the compensation provided for in paragraph (f)(3) hereof, the Housing Rehabilitation Supervisor shall be entitled to the protection and benefits set forth in the City Statement of Policy for Management and Supervisory Employees, dated January 1, 1992.
