(a) Ordinances, resolutions, statements, orders, proclamations, notices and reports required by law or ordinance to be published, which are passed or have as their effective date a date after the effective date of this section (Ordinance 86-55, passed June 2, 1986), shall be published in accordance with Ohio R.C. 731.21, as amended. The Clerk of Council is hereby authorized and directed to publish a summary of each such ordinance, resolution or other legal document and shall put in such publication a notice that the complete text of such ordinance, resolution or other legal document may be obtained or viewed in the office of the Clerk of Council.
(b) The Director of Law shall review any summary of an ordinance, resolution or other legal document published under this section prior to forwarding it to the Clerk of Council for publication, to ensure that the summary is legally accurate and sufficient.
(c) Upon publication of a summary in accordance with this section, the Clerk shall supply a copy of the complete test of each such ordinance, resolution or other legal document to any person, upon request, and shall charge a fee of seventy-five cents (750) per page for each copy supplied.
