Before any person shall construct a building or an addition thereto to be used for assembly, business, factory and/or industrial, institutional care, residential or storage, whether used on a temporary or permanent basis, or any structure used in conjunction with any of the foregoing structures as defined in the Ohio Basic Building Code, the person shall, prior to commencing any work thereon or delivering or causing to be delivered any materials upon the site of the proposed building or addition thereto, make application to the Village Administrator or Village Zoning Inspector for a building permit. Such application shall state the applicant's intent to build, the number and extent of the buildings to be constructed, the estimated cost of the same, the exact spot of ground upon which such buildings are to be built, the contract time for completion, a concise description of the size of such buildings and the purpose for which the buildings shall be used upon completion.
