The Village Administrator or Village Zoning Inspector shall issue a building permit to the applicant authorizing the construction of such buildings, together with a permit, if necessary and at the discretion of the Village Administrator or Village Zoning Inspector, to occupy such reasonable part of any Village street, alley or sidewalk in front of and adjoining the work site premises, as may be necessary for and during such construction or erection for materials, equipment or the use of workmen. All materials set upon such alley, street, or sidewalk during such construction or erection shall be kept in neat piles and in a workmanlike manner. All gutters shall be left unobstructed.
