No person shall move on or along any public street or highway in the Village any dwelling or other building without first obtaining a permit therefor from the Mayor. The applicant for such permit shall set forth in his application the name of the person, firm or corporation who will perform the work or will have the contract therefor, the name of the owner of the structure to be moved, the street or highway on or along which the structure shall be moved, the place from and the location to which such structure will be moved, and the dates and the approximate time such operations will take place.
