   (d)    If the construction described in any building permit is not begun within six months from the date of issuance thereof, or has not been completed within two years from the date of issuance thereof, said permit shall expire. In the event of such expiration, the Building Inspector shall revoke the permit and give written notice of the revocation to the applicant, together with notice that further work shall not proceed unless and until a new building permit has been obtained or an extension granted. If a new permit is required, the applicant shall comply with all provisions of the zoning and building codes in effect on the date of the new application.
   (e)   All buildings erected, constructed or placed shall be placed in accordance with the requirements of the Zoning Code. In the event that the provisions of this Building Code should conflict in any particular given case with the provisions of the Zoning Code, the matter is to be immediately referred by the Building Inspector to the Planning Commission to make a recommendation to Council. Council, after receipt of the Planning Commission's recommendation, shall resolve the conflict.
