2-1-1: CREATION; COMPOSITION:
   A.   Emergency management planning and response for the Village shall be performed by the Monee Emergency Management Agency, an executive department of the Village.
   B.   The Monee Emergency Management Agency shall be composed of one coordinator and members, who shall be known as EMA responder, the number of which shall be authorized by the corporate authorities. The coordinator shall be appointed by the Village President with the advice and consent of the Board of Trustees. The coordinator shall serve at the pleasure of the Village President but not for a period exceeding the term of the President making the appointment. The salary for the coordinator shall be established on an annual basis.
   C.   The coordinator shall have the ability to hire and fire EMA personnel; assign personnel, equipment and operations; direct activities and provide for establishing a command structure; supervise the preparation and expenditures of the agency budget; oversee maintenance and repair of equipment, buildings and vehicles; enforce discipline and maintain rules and regulations for the agency; and be the sole decision maker over EMA officers in final decisions of discipline, suspension and dismissal.
   D.   All EMA officers appointed by the coordinator, shall have the minimum qualifications as shall be determined in writing by the coordinator and shall take an oath as prescribed by state statute. It shall be the duty of every member of the agency to conduct themselves in a proper and law abiding manner.
   E.   Compensation for all Monee Emergency Management Agency personnel shall be determined by the corporate authorities.
   F.   EMA employees shall be considered "at will" employees and shall not be afforded any benefits that full-time employees receive as a result of his or her employment. (Ord. 1968, 3-10-2021)
