B. Effect Of Limitation: No new license shall be issued, unless approved by the Village Board, to increase the total number of such licenses for each class within the Village. Such limitation shall not affect the right of any present licensee to a renewal of a present license which would exceed the above maximum number, but as licenses in each class are revoked, expired, or for any other cause shall cease to exist, then the total number of licenses shall be reduced until the total number in each class does not exceed the maximum number authorized by this section.
