9-4-6-3: BANNERS:
   A.   Districts Allowed: Banners are allowed in all the following districts provided they comply with the standards in subsection B of this section:
Neighborhood shopping district (NS)
Highway oriented business district (HB)
Central business district (CB)
Transportation, warehousing, commercial district (TWC)
Industrial district (I)
Public lands district (PL)
   B.   Standards:
      1.   Banners are not permitted to be placed on any property that does not have a principal structure.
      2.   Banners may not be used for off premises commercial advertising, with the exception of civic events.
      3.   In the event a property has only one side which abuts a public right of way then one banner will be allowed, provided said banner does not exceed twenty four (24) square feet.
      4.   In the event a property abuts two (2) or more streets or public rights of way, no more than two (2) banners will be allowed and not more than one banner will be allowed to face any such right of way provided no banner exceeds twenty four (24) square feet.
      5.   In the event a parcel contains more than one business or occupant; only one banner will be allowed to face each street or public right of way per business or occupant.
      6.   Any banner must be securely fastened to a building or secured to a permanent foundation minimally consisting of four inch (4") nominal diameter post concreted in the ground to a depth of thirty inches (30").
      7.   Shopping center or strip malls shall be allowed one banner per business or tenant.
      8.   Temporary banners attached to or suspended under or over a marquee are allowed; provided that no portion of such banners is less than nine feet (9') above the sidewalk and provided also, that no more than three (3) banners be attached or suspended under or over any marquee.
