13.42.130: DETERMINATION OF CHARACTER OF WASTE MATTER:
When the director reasonably believes that effluent from a certain source, if introduced into the sewer system, may harm the system, threaten public safety, or threaten the physical integrity of the treatment works, or violate this chapter or any applicable state or federal regulation, he shall notify the person responsible for the discharges in writing to immediately cease discharging the suspected effluent until the utilities department has analyzed the effluent and determines that it is safe and conforms to applicable regulations. The director may issue temporary permits to discharge the effluent into the system for the purpose of determining the effect on the system and its components. The fact that any matter has been discharged into the sewer system prior to the passage of this chapter or subsequent thereto but without any objection from the utilities department does not constitute a waiver by the director to object to the discharge at a later time.
