The director shall maintain a list, available for public inspection at the office of the utilities department, designating where septic tanks, cesspools and chemical toilets must be emptied into the sewer system and shall designate the manner in which portable sewage shall be discharged. Every person who knowingly discharges portable sewage at any location and in any manner not approved by the director shall be punished by a fine of not more than five hundred dollars ($500.00).
