Individuals authorized by the utilities department may enter or go upon any premises from which waste might enter the sewer system and may conduct all necessary investigations for the purpose of determining compliance with this chapter. Any attempt by any person to prevent authorized inspection pursuant to this chapter shall be deemed noncompliance with the provisions of this chapter and may result in termination of water and sewer service.
