The director is hereby charged with enforcement of the provisions of this title and rules and regulations made pursuant thereto. The board of commissioners shall establish such rules and regulations as may be necessary for the safe, economical and efficient operation, management, and protection of said service areas, and such rules and regulations as may be necessary for the regulation, collection, rebating and refunding of applicable rates and/or service charges.
