It is unlawful for any person or persons, firm, association or corporation to sell, barter, or exchange, give away, or furnish, either for or without pay, in any quantity whatsoever, any spirituous malt or fermented liquors or wine to any inmate or patient of the county hospital (except upon order of the county physician) in the county and state.
