In addition to any other requirements under this chapter, any applicant seeking a liquor license, where the intended use of the license is to sell, offer for sale or otherwise engage in the business of selling alcoholic beverages to the public, where such business is intended to be operated as a permanently established place of business, must first make application for and obtain, as a condition precedent to the issuance of a liquor license, a special use permit, as provided for by title 17 of this code.
