The amount of any license fee, penalty, impounding fee or other charge under the provisions of this chapter constitutes a debt to the county of Mineral. Any person responsible pursuant to the provisions of this chapter for the payment of such license fee, penalty, impounding fee or other charge shall be liable in any action brought in the name of the county in any court of competent jurisdiction for the amount of any such license fee, penalty, impounding fee or other charge, and for all court costs and attorney fees necessarily incurred by the county in the collection of any such license fee, penalty, impounding fee or other charge.
