(a) There shall be allowed, annually, to the Chief of Police, in addition to all salary and allowances otherwise provided by ordinance, the sum of fifteen thousand dollars ($15,000) to provide for expenses which may be incurred by him or her in the performance of his or her official duties and in the furtherance of justice. Upon the order of the Chief, the Clerk- Treasurer shall draw his or her warrant upon the Village, payable to the Chief or such other person as the order designates, for such amount as the order requires. Such amount shall not exceed the amount provided by this section and shall be paid out of the Furtherance of Justice Fund of the Village.
(b) Nothing shall be paid under this section until the Chief has given bond to a bonding company authorized to do business in the State in an amount not less than fifteen thousand dollars ($15,000). Such bond shall be conditioned on the faithful discharge by the Chief of all the duties enjoined upon him or her and upon his or her payment to the Village of all moneys received by him or her in his or her official capacity.
(c) The Chief shall annually, before the first Monday in January, file with the Clerk-Treasurer an itemized statement, verified by him or her as to the manner in which such funds have been expended during the current year.
