135.06 VILLAGE FISCAL OFFICER.
   (a)   Effective January 1, 2024, the elected office of Millersburg Clerk-Treasurer is hereby eliminated, and said office shall become an appointed office to be known as the Millersburg Fiscal Officer, and
   (b)   On or about January 1, 2024, the Mayor shall appoint a Millersburg Fiscal Officer who need not be a resident of the Village at the time of appointment or thereafter. Said appointment shall not become effective until it is approved by a majority vote of Council. The salary of the Fiscal Officer shall be set annually in the Salary and Wage Resolution for all Village employees and officials, and may be amended as Council deems necessary.
   (c)   The Fiscal Officer may be removed without cause either by the mayor with the consent of a majority of the members of Council or by a three-fourths vote of Council with or without consent of the Mayor.
   (d)   The Millersburg Fiscal Officer shall have those powers, duties, and functions of Village Clerks and Village Treasurers provided by the general laws of the State of Ohio, and other duties consistent with the nature of the office.
   (e)   Unless prior approval in writing is obtained from the Mayor, the Village Fiscal Officer shall work on a full-time basis working forty (40) hours per week, and be entitled to benefits and terms of employment made available and governing other full-time employees of the Village of Millersburg.
