There is hereby established a safety, risk management accident review board for the county (hereafter the "board"). This board shall consist of the county auditor, county sheriff, county attorney, county commissioner's assistant, county road supervisor and county risk manager, or such person or persons as designated by any of the foregoing officials and approved by the county commissioners, or such person as temporarily, from time to time, may be designated by proxy by any of the foregoing officials who are unable to attend a board meeting.
