The board shall determine, as far as possible, the cause of the accident and whether the accident was preventable. A "preventable accident" is herein defined as an accident in which the person involved failed to exercise every reasonable precaution to prevent the accident either through his/her actions or through maintenance of property, equipment or facilities of the county.
