The purposes and functions for which the board is created are as follows:
A. Safety: The board shall:
1. Periodically review and when necessary recommend changes to the county safety programs, manuals and training programs;
2. Periodically review and inspect county facilities and properties, including, but not limited to, roads, parks, buildings, equipment, etc., and make recommendations on changes or improvements thereto in the promotion and interest of increased safety; and
3. Provide all information available to the various department heads and/or supervisors in the county system.
B. Risk Management: The board shall, in addition to the duties provided in subsection A of this section, make all reviews, inspections, recommendations and actions which, in the opinion of the board, will reduce and minimize the risks of injury to persons or property within the county and thereby reduce the possible exposure to liability on the part of the county to any claims for loss or damage.
C. Accident Review: The board shall review each and every accident involving county employees and/or equipment and/or facility and shall make conclusions and recommendations to the board of county commissioners and to the department head and/or supervisor of the employee, equipment or facility involved in such accident.
