No person shall suffer or permit more than four (4) dogs or cats or a combination thereof to be or remain in or about any single-family residence, building or lot, or more than one dog or one cat in any single-family apartment in any apartment building within the village under his or her control at any one time, except in veterinary hospitals, kennels, pet shops and animal shelters.
