6-4-5: DOGS RUNNING AT LARGE PROHIBITED; IMPOUNDMENT:
   A.   The owner, possessor, or keeper of any dog shall keep his dog under restraint at all times and shall not permit such dog to be at large off the premises or property of such owner, possessor, or keeper unless under the control of a competent person. A dog is under restraint within the meaning of this section if he is controlled by a leash, "at heel" beside a competent person, and is obedient to that person's commands, or when under the control of a competent person on or within a vehicle being driven or parked on the street, or within the property limits of its owner, possessor, or keeper.    B.   Every dog running at large within the village shall be liable to impoundment at any time by any member of the village police department or auxiliary thereof. (1983 Code § 8-4-6)
