141.01 APPOINTMENT; DUTIES; COMPENSATION; CONDITIONS FOR ISSUANCE OF BUILDING PERMITS.
   (a)   The Mayor may appoint or employ an architect to review the architectural design of all structures for which a building permit is applied. The Architect shall serve at the pleasure of the Mayor.
   (b)   The Architect shall serve as an architectural adviser to the Planning Commission concerning a proposed structure’s exterior design, architecture and aesthetic conformity to existing neighborhood structures.

   (c)   The Architect shall be paid at a reasonable rate as determined by the Building Commissioner and Finance Director and shall submit a statement to the Building Commissioner and Finance Director identifying the application to which each fee is charged.    (d)   The Building Commissioner shall not issue any building permit until the applicant therefor has paid the City the amount of money equal to the fee charged by the City Architect for review of building plans.
   (e)   The Architect shall act as an advisor to the Planning Commission and shall not be a voting member.
