311.03 TOY VEHICLES ON STREETS.
   (a)    No person on roller skates or riding in or by means of any sled, toy vehicle, skateboard or similar device shall go upon any roadway except while crossing a street on a crosswalk and except on streets set aside as play streets.
   (b)    Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
311.04 DEPOSITING SNOW OR ICE PROHIBITED.
   (a)    Depositing of Snow or Ice on Public Sidewalks or Roadways. No person shall deposit or cause to be deposited any snow or ice upon the traveled portion of any public sidewalk, street, road or highway so as to obstruct, impede or endanger any persons or vehicles traversing or traveling thereon.
   (b)    Depositing of Snow or Ice on Handicapped Parking Spaces. No person shall deposit or cause or permit to be deposited any snow or ice on or upon designated handicapped parking spaces or adjacent handicapped parking access aisles.

   (c)    Penalty. Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
