143.02 COMPOSITION.

The Department of Parks, Recreation and Public Facilities shall consist of one Director of Parks, Recreation and Public Facilities, and such additional employees as in the judgment of the City Manager may be necessary to the efficient operation of the Department, but only to the extent and within the amounts appropriated therefore by City Council.
