The Director of Finance shall be appointed by the City Manager and shall be under the supervision and direction of the City Manager except in those cases or situations where such direction and supervision is or may become in conflict with the laws of the State of Ohio or the Charter.
The Director of Finance shall have the powers, duties and authorities provided by the Revised Code and the Charter and such additional powers, duties and authority as may be provided by the Council. The Director of Finance shall devote the necessary time and attention to the affairs of the City as may be required, and shall have charge of the Department of Finance in the administration of the financial affairs of the City, including the keeping and supervision of all accounts, the custody and disbursement of City funds and monies; the making and collection of special assessments; the issuance of vouchers and checks, and such other duties as Council may prescribe. The Director of Finance shall keep accounts showing the financial transactions of all departments and offices of the City, and shall keep such records and procedures as to adequately
record all cash receipts and disbursements, all revenues accrued and liabilities incurred, and all transactions affecting the acquisition, custody and the disposition of property of the City. All reports required by law shall be prepared and filed by the Director of Finance.
The Director of Finance shall prepare such financial reports as required under State law and by Council. (1969 Code 31.25)
