117.08 EFFECTIVE DATE.
   Upon the final reading of an ordinance or resolution, the same shall be passed or adopted upon receiving an affirmative vote of four members of the Council, unless the same be an emergency measure, in which event the affirmative vote of at least five members of Council shall be required for this enactment as an emergency measure. Emergency measures and ordinances described in Ohio R.C. 731.30, become effective immediately upon signature by the President of Council.
   Failure of the ordinance or resolution as an emergency measure shall only affect the effective date of the ordinance or resolution, and it, as all other passed or adopted ordinances and resolutions, shall take effect 30 days after signature by the President of Council, except as otherwise provided in Section 3.09 of the Charter.
