The department of finance shall be the custodian of funds of the municipality and shall be responsible for receiving, collecting and depositing all monies due the municipality and the signing of all checks and vouchers for the disbursement of funds. It shall be the custodian of official bonds and of instruments for the payment of money to the municipality and shall perform all other financial duties imposed upon it by Council.
