Sec. 4.01   Appointment, removal and qualifications
 
   A manager shall be appointed by Council, a minimum of five votes being necessary for his/her appointment. His/her tenure shall be indefinite, but shall continue only at the pleasure of Council, a vote of at least five members of Council being necessary for his/her removal. Council may provide for severance pay in event of removal.
   The manager shall be chosen by the Council on the basis of qualifications determined by Council including professional qualifications, executive qualifications and knowledge of the duties, standards and accepted practices of the office, except in case of a temporary manager. The manager need not be a resident of the municipality at the time of his/her appointment, but shall, within a reasonable time after his/her appointment, establish and maintain residence in the municipality, unless otherwise provided by Council.
   No Council member shall be eligible for appointment as manager during the term for which he/she was elected and holds office, or for one year thereafter.
