As used in this chapter, the following words shall have the meanings ascribed to them in this section:
RUBBISH: Ashes, broken crockery, broken bottles, broken bricks, tin vessels, trimmings from lawns and flower gardens, including shrubbery, boxes, paper sacks, straw, sawdust, packing materials, shavings and discarded household materials.
WEEDS: All grasses, noxious weeds (as defined in Idaho Code section 22-2402) or other weeds over ten inches (10") tall, and all other rank uncultivated vegetation, other than trees, bushes and cultivated plants, flowers and agricultural products. (2008 Code)
Every owner, tenant and occupant of private property within the city shall cut and remove the weeds, grass and rubbish from such private property, including the parking within the curb abutting such property, by and not later than June 1 each year and to cut and remove the same as often thereafter as may be necessary to prevent growth and seeding until October 1 of each year.
