149.01 MEMBERSHIP; TERM; POWERS AND DUTIES.
   (a)   Membership. The Shade Tree Commission shall consist of the following members:
   The Parks Director, one member of Council appointed by the President of Council, the City Arborist, and a minimum of not less than three nor more than five citizens and residents of the City appointed by the Mayor with the approval of Council. The Commission is encouraged to seek input from representatives of utilities which might be affected by the shade tree program.

   (b)   Term. The term of the members appointed by the Mayor shall be four years, and they shall serve without financial compensation. The Commission shall choose its own officers, making its own rules and regulations, and keep a journal of its proceedings. A majority of the members shall constitute a quorum for the transaction of business.

   (c)   Powers and Duties. The Commission shall have power to carry out, within its Council approved budget and in accordance with City ordinances, any action it determines to be necessary or advisable for the care, preservation, trimming, planting, replanting, removal or disposition of trees and shrubs in public ways, streets and alleys. The Director of Public Service shall be the administrative officer for the Commission.
   (d)   Additional Activities. The Commission shall, when requested by Council, consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
