A. Contract; Fees And Deposits: Every person, firm or corporation desiring to have their premises connected to any of the City’s utilities, water, sewer, or trash collection, shall make application and sign a contract upon a printed form to be furnished for that purpose, and shall pay the regular fees and deposits for installation of the service.
B. No utility account may be established, for a new structure, or an existing structure after a change in use or occupancy, unless such structure shall have first been inspected by the City of McLoud or its designated representative to verify compliance with the building and safety codes of the City of McLoud
C. Return Of Deposit: The deposit shall be returned to the user when the contract is terminated, providing all bills for services are paid in full. (Ord. 2003-07, 8-28-2003; amd. Ord. 2023-06, 3-23-2023)
A. Rendition Of Bills:
1. All fees and charges in connection with any customer's use of the sanitary sewer system, the water facility system, or the operation of the City's collection and disposal of refuse and garbage are billed in accordance with applicable rates set as provided in subsection B of this section.
2. All fees and charges owing for any of these utility services shall be billed on one monthly bill submitted to the customer each month. (Ord. 2003-07, 8-28-2003)
3. Meters are read on the 15th/16th day of the month (or the first business day thereafter) with exceptions made for inclement weather or other cause as deemed necessary by the City. Billing for the prior period shall be mailed on or about the 1st business day of the following month. (Ord. 2018-06, 6-28-2018)
B. Charges Set By City Council:
1. The City Council shall establish rates, charges, deposits, and fees for utility services by ordinance, motion, or resolution, as the case may be. A copy of the current rates and charges shall be available in the City Clerk's Office. (Ord. 2003-07, 8-28-2003; amd. Ord. 2013-10, 6-27-2013)
2. In addition to such other fees as are charged for sewer, water and solid waste there shall be charged to each resident or owner receiving sewer, water or solid waste services the sum of five dollars ($5.00) or such greater or lesser sum as shall be established by resolution of the City Council. Such fees shall be segregated within the general accounts of the City of McLoud/McLoud Public Works Authority for the sole purpose of expansion, replacement and repairs to the existing water and sewer systems of the City, including replacement of water meters, water wells and storage facilities, repairs and extensions to the sewer and water system or the payment or retirement of any debt used to finance such expansion, repair and/or replacement. A. Monthly Billings; Payment Required: All bills for utility services shall be rendered monthly, and as soon after the meter reading date as practical. Reasonable care will be exercised for delivery of utility bills. Failure to receive such bills shall not relieve the consumer from payment of bills within the prescribed period, nor exempt him from the responsibility imposed for delinquency of accounts.
B. Time Of Payment; Delinquencies; Service Disconnection: All charges for utility services shall be due and payable at the City offices, at the time and date indicated on the bill. The City will accept partial payments; however, all accounts not paid in full will become delinquent. Delinquent accounts will be subject to disconnection. Water service will be reestablished after the bill is paid in full.
C. Adjustments For Undue Hardship: Authorized agents of the City are empowered from time to time to make adjustments in the charges for utility services and in the bills rendered to customers, when an investigation by any person reveals that: 1) the charges are excessive due to legitimate reasons or causes; 2) in the judgment of the authorized agent, the full charge would place an undue and unfair hardship on the consumer; or 3) for any other reason the agent deems appropriate.
