1361.03 INSPECTOR TO SUPERVISE; FEE.
The Municipal Engineer shall supply an inspector who shall observe all drilling, charging and shooting of all holes. The contractor shall deposit with the Municipality funds to cover cost of inspection as determined by the Municipal Engineer. The funds shall be maintained until completion of work, any moneys remaining shall be refunded to the contractor.

1361.04 BLASTING TIMES REGULATED.
Blasting operations shall not be conducted between the hours of 7:00 p.m. and 7:00 a.m., nor at any time on Sundays except by special permission of the Chief of Police.

1361.05 ADVANCE WRITTEN NOTICE TO UTILITIES.
At least twenty-four hours in advance of blasting, the blaster shall give written notice specifying the location and intended time of blasting to the appropriate representatives of the gas, electric, water, telephone, telegraph and steam utilities which operate within the Municipality. In an emergency, the Municipal Engineer may waive the time limit and allow verbal instead of written notice to be given.

1361.06 DETONATING DEVICES REGULATED.
Only electric blasting caps shall be used as the detonating devices for blasting operations in congested districts, or on highways or adjacent to highways open to traffic.

1361.07 CONTAINER OPENING AND DISPOSITION.
Containers of explosives shall not be opened inside a magazine or within fifty feet of a magazine. In opening containers, wooden wedges and either wood fibre or rubber mallets shall be used. No metal tools, except brass, shall be used for opening any containers of explosives. Empty container boxes which previously contained explosives, shall not be used again for any purpose, but shall be destroyed by burning in the open air.
