Upon creation of a Department of Public Service, the Director thereof shall be appointed by the Mayor, subject to confirmation by a majority of the members of Council, to serve at the pleasure of the Mayor and Council. The Director of Public Service shall be an engineer or have comparable qualifications. The Director of Public Service, subject to the direction of the Mayor, shall have charge of all public works, improvements and construction thereof, and of all engineering and inspection in connection therewith, and shall perform all duties imposed by the Mayor or Council.
The Director of Public Service shall attend all meetings of Council unless excused for good cause by the Mayor or Council.
