(a) Composition and Term. Council shall establish a Board of Health composed of five (5) members appointed by the Mayor, such appointments to be confirmed by a majority of the members of Council, to serve without compensation, and a majority of whom shall be a quorum. The Mayor shall be President of said Board of Health by virtue of his office.
The term of office of the members of the Board shall be five (5) years from the date of appointment, and until their successors are appointed and qualified, except that those first appointed shall be classified as follows: One (1) for five (5) years, one (1) for four (4) years, one (1) for three (3) years, one (1) for two (2) years, and one (1) for one (1) year, and thereafter shall be appointed each year.
(b) Duties. The Board of Health shall assume such of the rights and duties as shall be established by ordinance enacted by the Council, and as provided by the laws of Ohio.
(c) The powers and duties of the Board of Health under this Section may be fulfilled by contract or association with any Board of Health, combined or otherwise, duly established and licensed in accordance with the applicable provisions of the Ohio Revised Code.
