(a) A certificate of occupancy shall be obtained before which time it shall be unlawful to occupy a building. The applicant for the certificate will be obligated to certify at the time of application that the building substantially complies with all provisions of this chapter and amendments hereto.
(b) The applicant will be subject to penalties provided in § 1301.99 if he or she files false information on his or her application, and the owner will be subject to penalties if he or she allows the building to be occupied before final inspection has been made and a certificate of occupancy has been issued.
(c) Application for this certificate shall be made to the Building Official on the form provided and the established fee paid. The certificate of occupancy will be issued upon examination of the improvement by the Building Official or his or her designate and verification that the improvement substantially complies with the Building Code.
