11-3-10: DURATION AND EFFECT OF APPROVAL:
The approval of the preliminary plat by the Council shall be effective for one (1) year unless, upon written request of the owner and subdivider, the Council grants an extension of time. Such extension request must be received no fewer than thirty (30) days prior to the expiration of the approval. The request should include the status of the subdivision's improvements, a comprehensive list of improvements to be completed during the extension, the estimated dollar cost of the remaining improvements, and justification for the extension. If the final plat is not filed within one (1) year and no extension is granted by the Council, all previous actions of the Council with respect to the plat shall be deemed null and void. Approval of the preliminary plat shall confer upon the applicant the following assurances during the period of approval effectiveness:
   A.   The general terms and conditions under which the preliminary plat was approved will not be changed.
   B.   The subdivider may submit, on or before the expiration date of such approval, the final plat of all or part of the property contained in the preliminary plat for approval.
   C.   The approval of the preliminary plat by the Council shall constitute authorization for the installation of improvements as required by this title, and as shown on the preliminary plat; provided, no such improvement shall be constructed or installed until and unless complete plans and specifications for the construction of such improvements have been approved by the City Engineer.
