No Public Services Committee member or City Council member shall receive, ex parte, any evidence, explanation, analysis or advice, whether written or oral, regarding any matter at issue in an appeal, nor shall any person, contractor or employee directly or indirectly, ex parte, submit to the Public Services Committee or City Council, any evidence, explanation, analysis or advice, whether written or oral, regarding any matter at issue in a protest or appeal.
